Sovereign Autonomy Data Infrastructure for Saudi Arabia

Horizon is the Kingdom's end-to-end data infrastructure for autonomous vehicles — from multimodal sensor capture through ingestion, normalization, anonymization, indexing, enrichment, annotation, packaging, and delivery. Purpose-built for KSA operating domains. Fully PDPL-compliant.

Horizon Platform

Fleet-Scale Multimodal Capture

Ingest synchronized multimodal sensor streams — camera arrays, GNSS, IMU, CAN bus telemetry, and connectivity metadata — across geo-tagged capture campaigns. Spatiotemporal data pipelines process fleet-scale recordings into structured, regulation-compliant datasets covering diverse Saudi driving domains.

Automated Curation & Indexing

Normalize raw fleet logs through automated ingestion pipelines with embedding-based deduplication, semantic indexing, and VLM-assisted captioning. Semi-automated annotation with human-in-the-loop QA, active learning loops, and full dataset versioning and lineage tracking ensure continuous refinement.

Synthetic Scenario Generation

Extend real-world coverage with domain-randomized synthetic generation — controllable environmental perturbations (night/day, fog, rain, sandstorms), neural scene reconstruction, and text-to-video synthesis. Target long-tail edge cases and distribution gaps that fleet data alone cannot cover.

KSA Domain Adaptation

Mitigate distribution shift between Western training corpora and GCC operating conditions. Purpose-built datasets encode Saudi-specific scene semantics: bilingual signage (Arabic + English), local traffic infrastructure, Hajj-season congestion patterns, aggressive merge behaviors, and rural driving environments.

KSA Compliance & Regulations

Horizon enforces Saudi Arabia's data sovereignty, privacy, and security mandates at the infrastructure level — ensuring every byte of autonomy data is captured, processed, and stored within the Kingdom's regulatory perimeter.

Sovereignty

All AV data is captured and processed exclusively by licensed Saudi entities on sovereign compute infrastructure. Raw sensor data is encrypted at rest and in transit, stored entirely within the Kingdom under SDAIA and PDPL mandates. Zero cross-border data transfer — no foreign systems access, process, or retain any data.

Privacy

PDPL-compliant selective redaction pipelines anonymize faces, plates, and sensitive identifiers before downstream processing. Role-based access control restricts data to approved use cases with full audit trails. Data residency is enforced at the pipeline level — nothing leaves Saudi Arabia.

Security

Sensitive infrastructure, buildings, and assets are masked through automated redaction pipelines. Infrastructure-level encryption with tamper-evident logging prevents unauthorized access or modification. All workflows comply with SHC 801 and SASO AV Technical Regulations.

Why Horizon?

The Kingdom's End-to-End Autonomy Data Infrastructure

The first sovereign data infrastructure purpose-built for Saudi Arabia's autonomous mobility stack. Horizon operates the full pipeline — capture, ingest, normalize, anonymize, index, enrich, annotate, package, deliver — entirely within the Kingdom on PDPL-compliant compute, with no dependency on foreign data infrastructure.

Horizon Mission

Accelerate Saudi Arabia's Vision 2030 autonomy roadmap by building the data foundation for safe AV certification and deployment. Horizon provides the domain-specific, large-scale multimodal training data that end-to-end autonomy systems require — enabling developers to train and validate perception, prediction, and planning models on data that reflects actual Saudi road conditions.

Closing the Domain Gap

Models trained on Western datasets fail under GCC operating conditions — this is the domain shift problem. Horizon systematically closes this gap through scenario extraction and edge-case mining targeting Saudi-specific long-tail distributions: thermal distortion, sand and dust occlusion, high-glare conditions, bilingual signage parsing, aggressive merge behaviors, and Hajj-season congestion.
